ON JULY 12, President Kennedy went to the U.S. Marine Barracks in Washington to finish a job begun by President Jefferson in 1801. Jefferson ordered the barracks built in that year, provided for a follow-up inspection by any succeeding President. For 161 years, no inspection was made. Mr. Kennedy told about the situation, mended matters with a personal visit, review of a parade.
